The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary 

Under the leadership of the AVP, Medical Services, the Director, Clinical Services and Training will provide overall planning, advocacy, quality assurance, supervision, and coordinator of quality clinical care provided by clinical teams in Medical Services in the provision of primary health; care, acute, chronic and episodic to students, with emphasis on illness prevention and health education. The incumbent provides oversight, guidance and accountability by structuring the work effectively, defining goals and objectives and ensure integration of services into the overall preceptorship of trainees (medical students and post-graduate residents and fellows, nursing and acupuncture students) and offerings of Columbia Health. This position is expected to cultivate and sustain strong, collaborative working relationships with colleagues, staff, and other University partners and/or units so that students are provided a seamless health and wellness experience on campus.  The Director Clinical Services and Training will partner with the Director of Nursing and Associate Director, Practice Operations to identify, appropriately communicate and resolve care delivery issues. They will maintain accreditation standards and facilitate efforts to meet accreditation requirements. The Associate Clinical Director will collaborate with the Associate Vice President in long-range strategic planning for Primary Care and Training in Medical Services.    Incumbent must be qualified as delineated under Clinical Laboratory Improvement Amendments (CLIA) to direct the organization’s CLIA Waive Laboratory Services. In collaboration with the Chief Operating Officer, the Director, Clinical Services and Training will work collaboratively with student and post-doctoral fellowship programs regarding clinical preceptorship and evaluation.   The Incumbent will provide direct patient care, with emphasis on illness prevention, health education, and patient advocacy to improve overall quality of health for the individual and the Columbia community.

Responsibilities

Leadership (35%)

  • The Director will organize, attend, and participate in clinical departmental meetings and educational sessions; and participate in interdepartmental committees and working groups, bringing direct reports’ input to solve endeavors.
  • Based on the American College of Health Association standards, the Director participates in the development, review, and revision of practice guidelines, patient care policies and clinical procedures, and quality assurance reviews to assess the overall quality of patient care.
  • Ensures substantial compliance with accreditation organizations' standards pertaining to Travel Health. Collaborating with the Senior Vice President, Associate Vice President, Medical Services, and Director of Nursing ensures that policies, protocols, and procedures regarding expertise and competency are in place.
  • Participates in campus programs relating to specific health issues, health education, and employee health programs.
  • Develops and evaluates own goals for professional growth, participates in continuing education opportunities; and utilizes outside resources including professional associations and hospital-based programs.
  • Is flexible in work hours within scheduled work week and University year, including coverage and on-call.
  • Direct daily patient scheduling with members of the healthcare team and other aligned interdisciplinary departments to support best practice and evidence-informed patient care decisions.  In partnership with the Director of Nursing, Associate Director of Practice Operations, and the Associate Clinical Associate Nurse Director, oversees day-to-day functional and clinical services to support best practices for patients with and without scheduled appointments.
  • Maintains collegial relations with ambulatory care nurses, nurse practitioners, laboratory, dispensary, support, counseling, and health education staff; and is available for consultation with staff peers.  Collaborate with and support nurse practitioners and ambulatory care nurses in primary care delivery.
  • Member of the Quality Assurance Committee and provides periodic utilization reports and cost analysis. 

Training (17.5%)

  • As Director of Training, Collaborates with Student and Post-Graduate Residents and Fellows programs to ensure preceptorship coordination. 
  • In collaboration with Associate Clinical Directors, Associate Director of Nursing, and Associate Director of Practice Management, coordinates scheduling of students and designated Medical Services clinician.
  • Responsible for mid and end-of -rotation evaluations.  

Laboratory (17.5%)

  • Maintains an active New York State license as Laboratory Director. 
  • Completes the application process for a Limited Lab License. Ensures a current Laboratory license.  Remains knowledgeable and current on the Pathology and Laboratory Services’ Standards of the accreditation organization and ensures compliance. 
  • Reviews and remains current on the literature and regulations as they apply to a limited Laboratory Service. 
  • Ensure quality standards for onsite laboratory services are met by New York State. 
  • Coordinates Proficiency testing, in-service, and demonstration of proficiency for the Director of the Laboratory, Laboratory staff, and clinicians.
  • Communicates with various agencies as needed regarding laboratory compliance issues.  Coordinates the OSHA office ensuring compliance with federal/state/city and university safety measures pertaining to the lab.  Coordinate with NY State and City DOH officials regarding general updates on testing and reporting and during outbreaks.
  • Works with Laboratory Vendor in collaboration with Laboratory staff to ensure efficiency in process and reporting. In collaboration with IT, is familiar with the interface of EHR and Laboratory vendor, identifies problems, errors, missing documents, and reports.

Patient Care & Clinical Activities (15%)

  • Delivers patient care, which involves assessing and diagnosing presenting problems and managing illness; educates concerning prevention and wellness; follows up patient problems in a continuity structure; utilizes specialists and outside medical resources when indicated.
  • Effectively conducts focused health history and performs physical examination as indicated by patient’s reason for visit.
  • Order and interpret diagnostic tests.
  • Identify and manage common acute and chronic health problems, per approved guidelines.
  • Prescribe a variety of modalities to treat illness and meet wellness needs, including, but not limited to, medical, nutrition, exercise, and traditional nursing treatments.
  • Work collaboratively with peer team Physicians and Nurse Practitioners in planning for patient care and make referrals to other disciplines as necessary.
  • On a rotating basis, participate in after-hours care, acting as backup for on-call nurse triage service with other clinical providers.
  • Evaluate and document patients’ responses to the plan of care in the electronic health record system.
  • Perform telephone consultations, laboratory follow-up and triaging of urgent care patients with referral to appropriate providers.
  • Serve as a clinical resource to other Physicians, Nurse Practitioners, Registered Nurses, Medical Assistants, and other non-medically trained staff.
  • May be required to assist in selecting, onboarding, and mentoring newly hired physicians. Actively participate in inter-departmental committees.
  • Serve as an on-site preceptor for medical students.
  • Participate in the development, review, and revision of clinical practice guidelines and protocols, standards, patient care policies, and clinical procedures, and audit peer practice to assure the overall quality of patient care.  
  • Maintains proper documentation in the Electronic Medical Record (EMR) system or other appropriate format in accordance with state requirements and best medical practices.

Clinical Leadership (10%)

  • Works with the Assistant Director of Travel Medicine, managing travel health clinical operations, flow, and care of patients, designing and creating overall clinical service schedules that meet anticipated patient needs while traveling and studying abroad.  
  • In collaboration with the Director of Nursing and Associate Clinical Directors, creates and implements processes for developing and reviewing individual clinician and nursing schedules for academic terms and recess periods for both hours of operation and after hours.
  • Manages entry of clinician schedules into the Patient Services System.  Coordinates appointment schedule revisions necessitated by unanticipated clinician absences. 
  • Collaborates in the triage of patients’ complaints, use of critical assessment skills to include crisis management.
  • Supervises nursing staff assigned to travel health clinic in triaging patients’ complaints, using critical assessment skills to include crisis intervention, acute and chronic medical problems, and referring patients for further clinical evaluation and follow-up, either for immediate care or future appointments.
  • Administers medications and treatments as prescribed by providers.
  • Triages and provides cross-coverage of other nursing duties.

Minimum Qualifications

  • Requires MD, DO, DNP, and current New York State license. 
  • Minimum of 10 years of related experience is required.
  • Minimum of 4-6 years clinical experience, preferably in medical/surgical, ER, public health, occupational health, or outpatient setting. 
  • Must possess strong clinical assessment and triage skills. 
  • Specific experience desired in OSHA, infection control standards, and knowledge of public health mandates related to immunization compliance. 
  • Proven clinical judgment and skills in a full range of functions.
  • Must be computer literate
  • Able to relate appropriately to, communicate effectively, and develop trusting relationships with diverse patient populations and staff members. 
  • Must possess strong written and oral communication skills and demonstrated ability to work collaboratively with all multidisciplinary healthcare team members.

Preferred Qualifications

  • One year of supervisor experience is preferred.
  • Experience with electronic medical records systems is highly desired.
