Position Summary

The Assistant Director for Compliance will oversee, manage, and lead compliance efforts across Columbia University’s campuses and properties, including Morningside, Baker Field, Residential, and Manhattanville. This role ensures the safety and regulatory compliance of all academic, residential, and commercial properties, with responsibilities extending to utilities and property tax payment processing.


Responsibilities

  • Oversee, manage, and lead compliance efforts across Columbia University’s campuses and properties, including Morningside, Baker's Field, Residential, and Manhattanville. 
  • Ensures the safety and regulatory compliance of all academic, residential, and commercial properties, with responsibilities extending to utilities and property tax payment processing.
  • Represents the University at Administrative Law Tribunals for addressing violations and works closely with other internal and external offices to establish policies and procedures aligned with health, safety, and emerging building standards.
  • Lead, manage, and oversee compliance activities across Columbia University’s properties, ensuring strict adherence to local, state, and federal regulations.
  • Develop and implement proactive measures to identify and address potential compliance issues before they escalate.
  • Conduct regular walk-throughs of properties to ensure continuous compliance and recommend corrective actions when needed.
  • Manage the preparation, submission, and renewal of essential regulatory filings such as Place of Assembly permits, Temporary Certificates of Occupancy (TCO), and Certificates of Occupancy (CO).
  • Ensure that all properties maintain legal compliance, including the deactivation of unused equipment and the timely renewal of necessary permits. Keep detailed records of all regulatory filings and permits to ensure accuracy and currency.
  • Supervise and lead a team of specialists by providing guidance, performance feedback, and support to ensure the successful completion of compliance tasks. Delegate responsibilities effectively and ensure that the team adheres to all university policies and regulatory requirements. Foster professional development by mentoring team members and providing opportunities for training.
  • Collaborate with CUFO and other departments to develop and maintain compliance policies and procedures aligned with the latest health, safety, and governmental standards. 
  • Work with internal and external stakeholders to implement initiatives that optimize resource use and ensure compliance across all properties.
  • Regularly review and update policies to meet emerging regulatory standards and university objectives.
  • Propose, design, and facilitate training sessions for staff and stakeholders on code compliance procedures and best practices.
  • Provide ongoing feedback to stakeholders regarding their compliance performance and identify areas for improvement or further training. Ensure that all personnel are aware of compliance expectations and can effectively uphold standards.
  • Manage and update electronic databases related to all compliance activities, ensuring the data is accurate, current, and accessible.
  • Create ad-hoc reports and queries from data sources to support staff in processing inspection reports and ensure compliance timelines are met.
  • Maintain detailed records of inspections, violations, and corrective actions, ensuring ongoing adherence to regulatory standards.
  • Oversee property tax payment processing and the management of utilities, ensuring payments are timely, accurate, and in compliance with regulatory requirements.
  • Liaise with the university’s finance and legal teams to address any discrepancies or issues related to property taxes.
  • Represent Columbia University at Administrative Law Tribunals and other legal proceedings related to violations and regulatory matters.
  • Coordinate with external regulatory agencies to address any compliance issues, resolve violations, and ensure the university meets all regulatory obligations.
  • Performs other responsibilities as assigned.

Minimum Qualifications

  • Bachelor’s degree required and minimum of five years of related experience. 
  • In-depth knowledge of local, state, and federal building codes and regulations.
  • Exceptional organizational and record-keeping abilities.
  • Proven ability to collaborate effectively with city agencies and internal teams.
  • Proficiency in using electronic databases for tracking compliance activities.
  • Strong communication skills and the ability to resolve compliance issues.
