The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

Reporting to the Director of Human Resources (HR) the Manager, Human Resources (HR) provides strategic and tactical foundation for the HR Office in the Columbia University Libraries. The Manager works closely with the Director of HR to implement, lead, and streamline operational and transactional HR processes in performance management, data collection and analysis, recruitment, retention, and employee recognition. Areas of responsibility also include compliance and performance appraisals. Operationalizes HR programs and services. Provides strategic guidance, in respective areas, to managers to ensure best HR practices are integrated into library operations.


Responsibilities

Full life cycle recruiting (posting to onboarding):

  • Under the guidance of the Director, Human Resources, the Manager, Human Resources incorporates the best practices associated with the full breadth of talent acquisition and will establish and develop solid working relationships with hiring managers throughout the talent acquisition process, including planning, sourcing, screening, interviewing, onboarding, and selection/hiring.
  • Planning – Collaborate with hiring managers and Assistant Director HR to develop and/or review job descriptions/PDQs, and determine selection criteria for all open positions; review organization charts and obtain approvals for posting and obtain salary budgets.  Work with the hiring manager to identify search committee members, as applicable.
  • Sourcing – Utilize effective methods for sourcing candidates for officer, support staff positions and ensure all recruitment activities are in compliance with University recruitment and affirmative action guidelines, the System of Professional Ranks, and Local 1199 and 2110 union contracts; develop and submit employment advertising for recruitment to appropriate advertising sources.
  • Plan and document the interview and selection process and procedures, including the development of the interview questionnaire and rubric.  Coordinate interviews with the Admin Team; utilize University applicant tracking system (Talent Link) to post and assess job and candidate information; coordinate preparation of resumes for hiring managers/search committees.
  • Selection and Hiring – Working closely with the Director and search committee members, the incumbent will identify the finalist and coordinate with the hiring manager, conducting reference checks; making hiring and salary recommendations to key CUL stakeholders including hiring managers and make job offers.  Ensures background checks are initiated and completed prior to submitting offer letters. Work with the hiring manager and other key CULibraries and University stakeholders to schedule the onboarding of new staff.

Responsible for Employee Recognition Programs:

  • The Manager is accountable for ensuring compliance with federal, state, and local regulations and will oversee the collection and maintenance of key HR metrics monthly for the Director of HR. This is inclusive of HR websites, Staff Web, exit interviews, surveys, recruitment, applicant and hires EEO, etc.
  • Assists Director with union issues/employee relations.
  • The Manager assists with the annual performance review process to ensure that all staff receive a performance review and merit letters are sent.
  • Other duties and responsibilities as assigned/requested.
  • Back-up for representing School/Department at University HR forums, meetings, and events as needed.
  • Responsible for executing all exit interviews.

Minimum Qualification

  • Bachelor’s degree and/or equivalent experience required.
  • Demonstrated related experience required (a minimum of 3 years).
  • Excellent communication and interpersonal skills
  • Ability to manage high volume and highly sensitive and confidential information.
  • Multitasking and organizational skills experience.
  • Demonstrated recruitment and overall talent acquisition experience required; decision-making ability.
  • Demonstrated analytical and problem-solving skills.
  • Knowledge of Microsoft Office, Google Applications, Excel, and applicant tracking systems (Talent Link strongly preferred.
  • Demonstrated quick learning to acquire knowledge of University policies, procedures, and systems.
  • Experience working with unions strongly preferred
  • Demonstrated knowledge of employment law (federal, state, local).
