Position Summary

Reporting to the Associate Treasurer, Global Cash Management and Operations the Associate Director, Liquidity Management is responsible for reporting cash and data analytics and supporting debt financing and capital planning. 


Responsibilities

The role is responsible for the development and maintenance of systems, tools and processes to track, analyze and report cash flow and liquidity, and provide analytical support for debt financing and capital planning.   The Associate Director will focus on the use of technology for financial modeling and advanced use of statistical and data-mining techniques to perform financial and business analysis, and best in class reporting and compliance tracking. The Associate Director is a key liaison between cash and capital planning in Treasury and the Office of Management and Budget supporting capital structure/financing options, rating agency presentations, and interest rate and investment income/expense forecasts.  The role will also lead Treasury initiated projects or cross-functional projects within Finance or other University schools and departments and act as a general back up to the Deputy or Associate Treasurer as necessary. 

Cash Flow and Liquidity Reporting and Analysis

  • Maintain a flexible cash flow model to report actual and forecasted cash flows using various inputs from the Treasury Management System (TMS), school/department forecasts, market data, and Treasury analytics; support variance analysis; identify impacts of changing factors within the forecast on the day-to-day operations of the Treasury Department; provide support for recommendations of optimal levels of working capital and liquidity.  
  • Work with Treasury’s Capital Planning team and the Office of Management and Budget (Capital Plan) to prepare trustee meeting materials.
  • Work with the key internal constituents to publish a monthly cash report by revenue/expense category generated from the financial accounting system. 
  • Work with the Treasurer’s team, Office of Management and Budget, and external financial advisor to evaulate the impact of capital financing projections on resulting working capital forecasts. Work as an integral member of the internal bank team led by the Deputy Treasurer responsible for strategic liquidity planning. 
  • Provide analytical support for debt financings and bank facilities and create a strong working relationship with the Assistant Director Capital Planning to provide formal back up  for designated models and reports. 
  • Provide analytical support to the Director Capital Budgets related to tracking and reporting on the University’s Capital Plan as well as various Internal Bank activities. 
  • Work with schools and departments directly to confirm cash forecast and analyisis of variances, particulary the Investment Management Company as it relates to monthly accountability payments 
  • Prepare budget and updated forecasts of working capital investment income/expense and coordinate reporting with the Office of Management and Budget. 
  • Develop and deliver associated training and document processes on how to manage and update the cash flow model. 

Global Treasury Operations

  • Back up Global Treasury Operations staff as necessary to execute daily cash management functions. 
  • Provide oversight and review of daily cash position and investment decisions.
  • Manage working capital asset managers and oversee execution of investment strategy. 
  • Facilitate sales of miscellaneous gifts of securities and liase with brokers.

Other

  • Actively keep apprised of trends, new developments, related regulations and compliance requirements in the field of Treasury, Capital Planning and liquidity management. 
  • Support the Deputy Treasurer and Associate Treasurer on special projects and assignments. 
  • Other responsibilities as assigned.

Minimum Qualifications

  • Bachelors degree required.
  • A minimum of five years experience in finance, accounting or business required.

Preferred Qualifications

  • Masters Degree (preferably in Finance, Accounting or Business) preferred.
  • Strong background in statistical analysis

Other Requirements

  • General knowledge of cash accounting practices, and financial statement analysis.

  • Strong quantitative and analytical skills with the ability to spot patterns, trends and opportunities in data. 

  • Solid knowledge of Microsoft Office (Word, Excel, Pivot Tables, Access, Outlook, and PowerPoint). 

  • Must be detail oriented and have excellent problem-identification and problem-solving skills. 

  • Must be dependable, a self-starter, energetic, results oriented, able to influence and to work as a member of a team.  

  • Prior management experience preferred – can be leading cross-functional teams or direct reports. 

  • GL accounting background desirable. 

  • Must have high level of proficiency working in Microsoft Office (Work, Excel, Access) and be comfortable working with databases and big data. 

  • Creative and strategic thinker with the ability to balance against business constraints. 

  • Excellent oral and written communication skills, along with the ability to communicate and negotiate with a variety of internal and external constituents.  

  • Ability to explain complex scenarios and analysis simply and clearly is required. 

  • Ability to partner closely with internal and external stakeholders to support optimal collaborative efforts. 

  • Must exhibit a professional attitude and ability to maintain confidentiality. 

  • Must have the ability to deal with a diverse customer base and to effectively resolve conflicts. 

  • Must be able to understand and meet project deadlines and have demonstrated capabilities in managing projects. 

  • In addition, the successful candidate must be able to work well with all levels of employees, be flexible in nature, have sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team to the broader organization.
